The various allowances payable to teachers will no longer be funding by deconcentration funds at the provincial level. Commencing 2013, funding for the payment of allowances to civil service teachers, non-civil service teachers, and school inspectors at the provincial level will be provided in the annual budget of the Ministry of Education and Culture’s Directorate of Educational Development and Teaching Human Resources.
Deputy Minister of Education and Culture Musliar Kasim said that this would apply at the early childhood education, elementary school, and high school levels.
He said that the decision on the payment of teachers’ allowances had been made at a meeting between the House of Representatives (DPR)’s Commission X and the Minister of Education and Culture on 14 December 2012. During the meeting, it had been agreed that all deconcentration responsibilities would be taken back by the center, with the exception of planning, coordination, socialization, supervision, evaluation and monitoring, which would continue to be the responsibilities of the provincial education agencies.
