Rigid bureaucracy has resulted in Indonesian higher education institutes being swamped with administrative matters and unable to compete on the global stage. For that reason, Indonesian higher education institutes must have autonomy if they are to enjoy international recognition.

According to the Ministry of Education and Culture’s Director General of Higher Education Satrio Sumantri Brojonegoro, very few Indonesian academic journals appeared internationally. This was because the country’s higher education institutes were swamped with administrative matters.
