Seven state universities (PTN), i.e. Gadjah Mada University, University of Indonesia, Bogor Agricultural University, Bandung Institute of Technology, Bandung Technology University, University of North Sumatra, Indonesia Education University (Universitas Pendidikan Indonesia), and Airlangga University, are alarmed as some of the people are appealing for a judicial review of the Law Number 12/2013 concerning Higher Education with the Constitutional Court. They presume that there is misunderstanding among some of the people with regard to the law, which is deemed commercial in nature.

The Rector of Gadjah Mada University (UGM), Pratikno, said that the Law on Higher Education Institutions also governs expanded access for the people to attend higher education, especially those who are economically less able and equal opportunity to attend higher education for those living in outermost regions.
