The Indonesian Lecturers Association (ADI) states that higher education institutions and lecturers have not enjoyed the education budget, which is 20% of the National Budget.

The Spokeman of ADI’s Central Management Committee, Saleh Pertaonan  Daulay, says that campus fostering program is still conservative and not well structured and planned.
