Some 1,000 teachers in Garut Regency, West Java, have complained about numerous unofficial levies imposed by the local education agency, including a fee for the purchase of teacher registration number cards (NRG) for teachers who receive certification allowances. The local education agency has set an official charge of Rp 30 thousand per card, while teachers are as to pay between Rp 50 thousand and Rp 100 thousand.

Irfan, an elementary school teacher, said that teachers had been told to purchase their cards collectively at a price of Rp 50 thousand per card. The money was then allocated by the school to teacher improvement.
