At the present time, only 31 percent of the country’s 350,000 special needs children have access to education. This means that 69 percent of such children are being denied services.
Mudjito, the Director of Special Education and Special Services (Elementary Level), said that the concept of inclusive education was referred to as “integrated education” back in the 1980s. Currently, there are 2,500 officially registered inclusive schools, and 1,720 state and private special needs schools.
