Jakarta Deputy Governor Basuki Thahaja Purnama is in the process of studying whether education operational assistance (BOP) for disadvantaged students should be abolished. Ahok said that this would likely lead to greater fairness in the allocation of education assistance, which was paid for out of taxpayer funds.

Consequently, the government would require all students of both state and private schools to pay full school fees. However, Ahok hoped that this would not give rise to the impression that the government was reneging on its obligation to provide free education. To compensate, he said, assistance to pay for school fees would be provided through the Jakarta Smart Card scheme.
