The budget for educational functions, which is 20 percent of the National Budget, turns out to be ineffective in improving educational quality. This is because most of the budget for educational functions is allocated to pay teachers’ salaries and teachers’ certification allowances. It is reported in the “Review of Public Expenditures in Education Sector”.
In the report, it is stated that the increasing public expenditures in education sector has broadened education access and increased school participation level among poor students. But such increase is more evident in basic education.
