The provision of legal entity status to state universities in Law Number 12 of 2012 concerning Higher Education is considered as the government’s effort to disclaim its responsibility for education financing. The legal entity status of state universities is actually believed to support education commercialization. It is said by Saldi Isra, a Professor of Constitutional Law from the Faculty of Law, Andalas University.

He said that the law is a form of disobedience to the previous decision of the Supreme Court (MK). Because, MK has previously annulled Law No. 9/2009 concerning Legal Entity Status of Education Institutions, the contents of which are basically the same as those of Law No. 12/2012.
