Although the Single Tuition Fee (UKT) ceilings have yet to be published by the government, a number of state universities have confirmed that they will apply a cross-subsidy system to reduce the financial burden on less-well-off students. In Malang, Brawijaya University will apply the UKT based on a cross-subsidy arrangement starting in the 2013/2014 academic year. Unibraw Rector Prof. Yogi Sugito said that this was in line with an Instruction from the Directorate General of Higher Education and the mandate provided by the Higher Education Law (No. 12 of 2012), which provided that the cost of education must take into account the financial capacity of parents through the application of a cross-subsidy system.
