A delay in the school operational assistance (BOS) disbursement from the provincial administration to school has put school-hired teachers at a disadvantage because the schools could not pay their salary for the month of January, said officials at the state primary school SDN 01 Kampung Melayu in East Jakarta. The school uses 20% of its BOS allocation for paying its school-hired teachers, who in addition also receive functional allowance paid every three months. Minister of Education and Culture Mohammad Nuh in his Circular Letter dated 10 January 2013 instructed regional governments to pay the BOS to schools’ bank accounts within seven working days after receiving the fund from the central government during the  first 14 working days of January.
