Starting this year the government will implement stricter selection and provision of scholarship for university lecturers wanting to pursue doctoral degree in local universities, said Djoko Santoso, Director General of Higher Education of the Ministry of Education and Culture. The decision was meant to propel competition among universities that run doctoral program studies to ensure their doctoral candidates publish more papers on the international journals. Currently, Indonesia has only 12 international journals compared to Malaysia with 45 and Singapore 94. In order to increase the country’s scientific journal quality, the Bandung Institute of Technology has introduced the Indonesian Citation Index.
